Yes, and it's a great combination! Fillers give volume, and permanent makeup gives color. However, you must allow a gap of 4 weeks between these two treatments for the filler to stabilize before pigment is introduced.

Will the color stay as strong as it is immediately after the treatment?

No. The result after healing is 40% to 50% lighter than what you see immediately after the treatment. The lips will look natural and soft, not like you have 'cemented' lipstick.
